I have 3 old overhead projectors. I was thinking of building a 7" LCD Projector. Is it ok to take the fresnels I already have and cut them down to size? Would it work?

Yes.
The plastic can be brittle; if you're using a jigsaw, clamp the edge you're cutting tightly between two boards and drizzle oil on the cut line. Use a fine blade. Even better, if you have access to a band saw, use it.

also make certain that you that you measure and use the exact center of your fresnel no matter what the finished size.
