The output section isn't kicking on for some reason. I replaced all of the 21844s chips, all of the transistors and all 3 op-amps on the board. All rail voltages are present and all of the regulators are working. Also I have a working version of this amp I can reference from im just out of ideas.

The attached diagram should be close. The input pin of the driver board will only have (visible) signal when the output stage isn't in operation.
If the input is swinging above and below ground but it has no output, it is likely defective (rare).
I don't know what you mean by 'i have 5v'. You need both positive and negative 5v supplies feeding the IC and a square wave swinging to ±5v on the output of the LM211.

Is the power supply producing any drive to the PS FETs?
If not, post the DC voltage on all terminals of the 494.
