Does the output on 9 and 10 go to a square wave if you connect a 1k resistor from each pin to pin 7?
If I place the red probe on pins 9 and 10 of the 494 and the black probe on amps main ground terminal I get 4.40 volts on both pins ..
I Checked with my scope after that before adding a resistor and I get a square wave on both pins but I also get 4.40 volts on those pins measured with my meter

Do you see the same square wave at the gate pads for the FETs?
Does it also go to within about 1v of ground?
