There sure is: Prologix GPIB-USB. It's not ultra-cheap but I've heard good things. They also have a GPIB<->ethernet converter.
At the moment I'm using a two-hop system. A USB<->RS-232 converter connected to a National Instruments RS-232<->GPIB converter. It works -- but I can only change GPIB address by adjusting a set of dipswitches on the National Instruments box...
I believe both Agilent and NI also sell USB<->GPIB converters -- although they cost more than the average HP 8903...
Microchannel plates are great amplifiers! Haven't tried them with AF yet though...
