I think the headphones should be the answer; if you add exra noise in a room with little children, they will get louder to, so the speaker is turned up etc.
If she doesnt want to be too detached from tje outside world, use good open back headphones i.e. akg k702, with these you basically hear the same from your surroundings as without, but you are not putting more energy in the room, and they are lightweigth so comfortable to wear all day

For now, I'm trying to get her to try the paper towel tube. I haven't heard back yet. If it does work she can tell all the other mothers who are no doubt struggling with the same problem.
