As the RCA sockets are insulated from chassis, if a preamp PCB without onboard PSU, but layout already connected the signal ground and voltage input ground together, do I still need to have gounding the signal at sockets, to chassis directly or maybe via a small cap? Or, I only need to ground the power ground, to chassis or the mains earth from the outboard PSUr??

the exposed conductive parts must be connected to Safety Earth in all of our mains powered equipment.
If it's not mains powered and not connected to any mains powered equipment then Safety Earth compliance is not required.

Maybe I should ask in this way;
A preamp with regulated PSU, I should only ground to the mains earth/chassis at the regulator will be fine? Or I should also ground the signal?
