1) Power_good is just a monitoring signal normally used by the motherboard to ensure the quality of the power, leave it disconnected.

2) Always provide a load on the +5V line testing without one can destroy the psu in a very short period of time. A small load on +12V is also a very good idea.

3) Short power_on to ground.

Probably shutting down on overvoltage because there is no load. PC supplies being what they are, have only the least amount of parts to function so sometimes they will act strangely without a load. Definitely use a small load on each rail.
 
i tried doing a few thingz.... i find that it would only start to work if i put a 1ohm load on the +5 rails... that would mean the resisitor wud dissipate 25w... thats a hell of a lot of heat....
could i do it in a more profesional manner?

Connect a computer to it.. I believe that is what they are designed for.....
