Have a look at other Threads that are ruined because a remote server has lost the picture files.
Fans blow better than they suck. They also last/live longer when blowing cool air.
Your layout looks like you are blowing hot air over the internals.
Can you move the sinks to the enclosure walls and place the fans on the inside so that they blow the heated air out.. The fans will then draw cooler air over the internals making a good job of reducing internal temperatures.

My plan is that the fans will suck air from the case over the heatsink and out. I want to keep the fans away from signal components.
