Yes it takes longer than expected to get out of protect. I think somthing in the delay circuit is out of tolerance a bit.
Are you referring to the initial mute delay?
If so, the timing is controlled by the LM393 near the 3525. The resistor that charges the cap may be out of tolerance or the cap may be leaky. The rc are often R315 and C313.
