If i test between pins 5 and 7 with this card pulled i should get a reading Mohm range correct?

I get 4.17k on every one. And what is the value or part number of CL1-CL4? If these capacitors fail if the ic fails.

Lift pin 7 and re-check.
The value varies. 4.7uF - 10uF. Measure the ones on your board to see what the average is.

Perry some rail caps are bad. 2200uF 120v 105° 30x30mm somewhere i read where you found a replacement for something like this?
