Someone spray painted the amp without taking it apart first so there is overspray all over the circuit board .

Why do you want to remove it? It would be virtually impossible to get it off of everything.

I want to get the paint off since the guy asked me to restore the amp back to original and wants to put a pelxi glass bottom cover on the amp
Not too likely about getting the paint off safely, tell him the bad news and do not accept responsibility.

I wouldn't do it unless he was willing to pay REALLY good money for it. You'll likely damage the finish/markings on many of the components. That means that they will have to be replaced (if optics are important) and that means that you'll be married to the amp if something fails.
