I made your assembly and I measure a voltage of about 11.3 V to the relay coil (12V/ 400 ohms)
and I would like to know how to change the values of the schematic in order to obtain 12 volts?.

11V3 is perfectly fine
no need to change anything

just for giggles, you can put one 1N4148 diode in series with 16V zener (diode cathode looking at zener cathode), but - as I said - for relay 11V3 is same perfect as 12V
