Minimal "kit", only sockets and resistors. You still need to add all tubes, capacitors, connectors, pot/switching, as well as power and output transformers. Oh and a chassis to put it all on.
The $60 will turn into many $ more.

Interestingly, the PCB in your link bares more than a passing resemblance to the one in this actual kit: ST35 amplifier

The PCB is a copy of the Audio Note L1 EL84 Push Pull Amp. I have buid this with AE Europe Transformers and Choke and it Sound very good..

The board you show (Audionote copy) requires a triode pentode tube for gain/phase splitting. Probably more gain than needed.
A good alternative (I've built two, with old and one with new "iron") is the Tubelab SPP. See Tubelab forum on this site. The SPP uses EL84s, 12AT7s, and a GZ34 rectifier. Solid state rectifier optional. Even with plain vanilla Hammond trannies it sounded pretty darn good.

Thank you for the responses boys. Yes of course finishing costs more but the kit is very reasonably priced.
