been looking around and I'm trying to find a cheap DAC kit that will accept an optical Toslink input, stereo RCA output (reasonable voltage would be nice) and run off a 9V or 12V single rail supply.

Do a search on this forum. Or monitor it for a while. There are lots mentioned, even just in the last few days.
I have searched and kept an eye out but nothing I've seen has seemed ideal. Doesn't even need to be a DIY kit, if someone does a commerical cheapie unit that would be ok.
