A few friends asked me to develop a cheap active speaker. Size 15-20l. The idea is a 6 inch midbas + FR. Frequency cut somewhere around 450Hz.
I am thinking of units: SB Acoustics SB16PFCR25-4 + Faital 3FE22.

I wonder if there are any other midbas (in this price range 15-20€/pcs) that is more appropriate.
I wonder if it is good to use FR or it would be better to use tweeter.

You wont be using a "tweeter" if your spec'd cutoff is 450 Hz. That's a good thing BTW, as it allows you to use a FR as you also specified. I'd keep these design objectives intact.
"Cheap" these days I would think means DSP, rather than discreet crossover components which, as they pile on, can get expensive. You might have a look at the Zoudio amp in ZOUDIO AIO4CH: 4-channel amplifier with DSP and Bluetooth. It has about the channel power you're looking for and can do the cross between the two drivers using DSP.
That thread may also help with driver selection, which is an obstacle you'll clear up easily. Good luck with your project!

Behringer B2031A for around 120 euros/unit is what you need, hardly impossible to make better diy at this cost and said to sound good... they have other wave guide loudspeaker as well at many price in this brand that has a good Q/P ratio.
