Would this be adequate for a CCS for my 12b4 line stage?
I need to build two correct?

hey-Hey!!!,
With the BJT transistors, getting a mu output is not possible. Since regulated current will get split between cathode and output signal, it might be best to use a bypass capacitor on the cathode resistor. Of course, one could switch between plate output and mu output....I suspect that there will be one that works better given the rest of the system...
cheers,
Douglas
