Basic question: If I have a driver stage with led bias and CCS, does it make any sense to have a regulated B+ ?
It should not really matter for the tubes, as no matter what the plate voltage and current will be always the same, is it correct ?

Non-critical, no. Much less critical, yes. This topology will have a power supply rejection of approximately the ratio of the CCS source impedance to the plate resistance. A quick calculation will show you how quiet/stable the supply needs to be.
