Why not? You may add a leakage test to your checklist. Same capacitor types are pretty reliable. I've seen 50 years old ones good as new.
Those may made to 20% tolerance. Above 8,000 is within spec. If the tops aren't bulging and it appears no leaking, they should be good. The brown substance around the rim is glue I suspect?
