cap meter feature set ?

The only meter I own with a capacitance test capability is a Ideal 61-320. This will measure in the nF range. I would like to measure total capacitance of my tonearm's cable from cartridge clip to RCA plug. The measurments I get with the Ideal do not seem unreasonable (.190nF ) - which I guess is 190pF ? Do I need a dedicated cap meter to measure into the low pF range or is this good enough ?
Second question - have used a friend's test bench - he has a meter that allows you to measure Power supply caps while they are still in circuit . What is this feature commonly called ?
