cant get wah pedal goin!

I bought two non-working wah pedals from ebay in the hopes of fixing them up, and I'm getting nowhere! same problem on both...

One's an old crybaby wah, the others a GCB-95.

I've tested replaced all the parts on one board, tried new transistors, cleaned the pots, new wiring, tried different pots, no luck!

I get a pass through tone when i click the bypass switch, sounds fine. when i engage the pedal i just get a little static/hum. i can hear it change faintly when i rotate the pot (but nowhere near a full sweep change).

the inductor measures about 60-ohm (ok?)

any ideas? i need some insight!
i tried to check for broken traces/bridges, ill keep looking.

I had that problem years ago when I put a homemade VOX like circuit in my Dunlop wah, but I forgot what fixed it.

But I guess it was basic tracing:

Verify that you have some voltage from the battery on the transitors.
The external power jack (if present) could be damaged by rude handling, causing a failure in the switch between external and battery power.

And check that the input and output are connected correctly.
