can anybody work cdrom or harddisk with 12 volt car accu power?if yeas please teach

hard disk or cd rom drive needs 12V and 5V supply
the voltage comming out of a car battery when the engine is running is approx 13.8V so u need to build simple voltage regulators ,one for 12V supply and one for 5V
 
These regulator really hot when the power is connected. I use my old mobile phone charger as my power regulator. I do not know it can be so hot at the first time, so I applied hot glue to hold 2 12V and 5V regulator inside the mobile phone charger case. After 5 minutes burn-in to test my CD Rom all hot glue melt.

I have 1 question. Can I just apply the circuit as I attached with this post? Meaning to say, 0.33uF at input pin and 0.1uF at output pin for both 12V and 5V regulator, then connect to my cdrom? With this circuit, 12V supply drop to 9++V when I connect to my CDROM. But 5V supply remain 5V
