I believe one should open their mind only just enough so that one's brain stays inside....once it falls out, it can't be put back, and one will start to spend all one's money on Tice clocks and cable elevators and bright pebbles and "intelligent chips" and magic DoD-approved metal-cased 0.1 ohm resistors, only to have a "tin-eared" friend find that the chosen preamp and amp don't play nice together....
Like most of these types of things, If you do not believe they will work, or you do not know they are there, they will not work.

I ask why? If one only believes in aspects of sonic perfromance which are measurable by common methodologies, one is missing out on a lot of things that will improve sonic performance. I do suspect that the performance of the QPs could be measured, if one had adequate equipment (in fact, I do believe that Jack Bybee knows how to measure thier effects), and knew at what frequency bandwidth they orperated. But their operation is proprietary, and their effects are quite low level in nature.
I still do not undertand why this is "VERY difficult to believe" though? Do you believe transformers work? Wow, magic, electricity goes in one side and comes out the other, eventhough there is no wiring from one side to the other! How about substances with piezoelectric properties, do you believe that they work? The fact that some substances can absorb and damp energy fields created by certain frequencies is not some kind of strange magic or snake oil, it is well accepted property of certain substances (quartz and tourmaline are two examples).

Its a universal thing. If someone asks me to 'believe' something because he says so, I'm highly suspicious.

Of course, I personally work with Jack Bybee, and work with him on projects sometimes. Today, Jack is working on, or at least supporting. active AC and DC power conditioners that use a patented concept. The advantage of these devices is how much noise that they can remove. Almost eclipsing the Bybee purifiers, which are NOT ferrites, and operate at a very high frequency, not in the audio range.

If only one chart, measurement, objective evidence, it can be small and tiny, could be provided, I'm prepared to rethink. Just a single graph, showing a tenth of a decibel improvement would be enough...
I have it, and have tried to put it up for people to look at. I personally can't directly post anything, but I have a series of tests, made about 15 years ago, at Ames, here in the SF Bay Area. The most important result was the signal to noise difference on a 60Hz power line, measured by a specialized AC line analyzer, previously denoted by Jack Bybee, in case anyone would like to duplicate the results. It is a subtle, but real difference, yet hard to correlate with what is actually heard. However, 7th harmonic distortion, 100dB down, would also be thought rationally as unimportant, yet it is so, at least in my design experience.
Yes. IF they remove noise or whatever that must be easily measurable. But don't your breath. Mr. Bybee will not be able to demonstrate any physical effect except to the customers' bank accounts 😀

It seems, as noted by Hugo, to be some mains signal (50 Hz?), from the legend it appears to be a neutral line signal.
The difference between the two appears to be a low-pass filtering; the noise is decreased, along with the signal edge rounding.
Don't know what the 'intermodulation is gone' means, I don't see any intermod.
John do you remember anything about this measurement, conditions, how/where, what it is?
