I normally don't have a toolbar. It is related to the way Xenforo is currently handling not being in WYSIWYG mode.
Among other things, I use this mode partly because I find it easier to navigate quotes, and to trim them and split them as I normally don't like quoting an entire post.

I had the same experience with my S9 some weeks ago, and the solution was as PRR described above.
Well done PRR that's cracked it. So I put my (S9) into landscape but still couldn't see the tag/code button so I had to press the three dots thing far right and that opened up more options including the tag one.

So why do you have to change orientation??? I thought the point of "mobile friendly" was the content fit the device, not the device is expected to choke-down whatever the site sends it. Question for the Developers, of course. And since it is not widely reported, the "S9" you and Kevin use may be a key detail. (I thot "s9" was a radio meter mark.... and think most screens are better at 24x80 characters.)
The S9 was Samsung's flaghip phone about 3 years ago and is still fully supported. It's actually a great phone.
