I have seen this many times, so it is clearly bug:
a person x posts after me but his post is inserted as posted earlier.

Some posts (normally those by very new members or a very few people who have caused us trouble) go through a moderation queue before appearing in public; in the queue, the moderators check for objectionable content (zb, naughty words, links to porn, other rule violations). If there isn't any, the post appears in public, but in time-stamp order. We try to minimize that time in the queue, but if there's a thread where people are posting fast'n'furious, you'll sometimes notice the lag.
Considering the huge number of members most of you have very nice manners.
It's not very often we have to deal with bad behavior
