Box of unknown boards?

Here's a few more boards I found in the last cleanout, these were in a box, about a dozen per box or so. The cabinets were from a major university, but they also had old US Navy markings on them. I'm thinking maybe these were for some sort of test equipment? I don't think they're audio related but I figured maybe someone here might have some idea what they're from.

The display is LED.
Its roughly 8.5x4.5" in size.

Any idea what it may have been for?

The E40380-1A seems to be the higher assembly number.

Probably out of a gaming machine and extremely old technology. Bally or Gothenburg I would think, may even have come from a pinball machine from the 70s.

Perhaps trackball interface? Found some NCR 8250 board photos that seem similar footprint.
