one friend already have pair of Lowther C45,still without the box(es)
what sort of box is best for it, or is better approach to mate it with one 15" on OB?
opinions?

Greets!
A FLH with matching basshorn is best, with a Bazzilla concept or huge BLH a good option, but best compromise is probably MJK's Lowther ML-TQWT, which the C45 sims fine in it once some BSC is applied: http://www.quarter-wave.com/Project06/Project06.html

BSC?
just guessing-Baffle Step Compensation ?
C45 in a MLTQWT
Umm, not such a great idea. The C45 has very limited excursion and unless you listen very quietly it will quickly exceed x-max in this type of enclosure. This sounds best in either a bass limited situation (open baffle with a woofer is one example) or in a back loaded horn.
Dick Olsher wrote an article on the use of this driver with an Emminence 12" woofer, using the 5" Lowther from 240 Hz up. I would look this up on enjoythemusic.com and start there.
