A couple days ago the rubber protective boot on my cell phone came off, I was going to sell the phone anways but I should fix it up first, don't ya think? It's smooth plastic and foam, looks like it was adhered originaly with some kind of sticky sheet, but it got hot one day and came loose. So, what kind of glue (innexpensive and locally available, I'm not ordering stuff) should I try to put it back together with?

I would try super glue. but my guess is you don't want to try that.
so maybe a epoxy? you can't good old rubber cement... well i'd look around and make sure it's safe with what your using it for (trust me i found out the hard way.) well i sure i told you nothing new...Sorry

use the stuff they apply when they fix ur shoes?? It's those kind that people sniff...inhalant abuse...
It was likely a rubber-based adhesive transfer tape. Try any of the 3M tapes using the 300 series adhesive. Heres the 3M engineered adhesives site and the product guide for some of their tapes.

AFAIK, there are 4 main classes of adhesive that I know of: acrylates, rubber-based, silicones and epoxies. While silicones will also stick rubber and plastic, they are far too expensive for cell phones.
Just about every item that has a flat surface that has to be stuck to another flat thing uses some kind of double-sided transfer tape. It is the fastest, and thus, cheapest way to bond two thing together permanently. Check out the VHB line of 3M tapes. In general, if a tape isn't strong enough, you need epoxies or other "activated" adhesives.
