This is what I've read online, but I don't know how to separate these two layers without damaging it, or even to get a prying tool into such a position since the top plate appears to have folded edges.

A solvent-soaked piece of dental floss might be one technique - used for removing stuck-down LiIon battery packs in laptops.
Took some doing, but I finally managed to get into it. The trick was to put a pointed object into the screw hole, lift upwards, and then wedge a screwdriver in the side. Once the screwdriver is in place, you can gradually lever off the aluminum fascia. You can do this at both sides. Of course, I did damage it slightly, but it's quite flexible and can be straightened easily once off.

What a stupid setup. Before attaching the removed panel you may want to drill holes in it to expose the necessary screws in case work is required in the future.
