I have a pair of TDL near field monitors with no bass, there is sound coming out of the tweeters.
Is the fault with the crossover or the bass woofers?

crossovers rarely fail. I would check the woofers. BOTH are not playing?

Should the woofer measure 8 ohms

Varies.

An 8ohm woofer will measure 6-8ohm DC, a 4ohm woofer 3-4ohm. If the meter shows either short circuit (0ohm) or millions of ohms, you've got a problem.
