No I have a normal clean system. Do not block commercials, but have brave as the internet explorer, who never did made a problem, I also use youtube and facebook.

Perhaps the TI site has an IP address blocked due to some unrelated previous concern. The thing is that many people share the same IP addresses and doing things this way typically catches out innocent users as well.
