Normally we look at FR traces with 50 dB span on the y-axis - I think you should use that too.
A normal down tilt from 1k is say 1 db/ oct. This means that at 20k, the FR would be say 5,5-6 dB down. Yours is still almost 20dB down - har to tell as your picture resolution quite low and wide span for the y-axis is very high.
You need to up your treble levels considerable.

Late to the party - but B&C DE360 is a very clean compressin driver up to 20kHz. Chose the lower impedance version for enough level in your configuration.
For best details but more resonances >10kHz use one of the better 18Sound 1" dirvers. CDX1-1430 should have a very clean output >10khz but not sure if it's loud enough in your situation.
