Ben Duncan Attenuator article from 1990s

I've found this nice looking attenuator in my workshop that I built ages ago (20 years? omg). But I can't work out how its should be connected. Does anyone have the original article from HFN/RR? I think it was called something like "the 132 steps". Google has failed me this time.

Failing that, any ideas on how to work out its circuit?

Maybe this will help. The article by Ben Duncan was called "Your Level Best" and appeared in 1988 (re: above link). Good luck.
