It's a Google ad, I don't think we can control which ones get shown to which user (they depend on how much Google knows about your browsing habits).
The best way to tackle it is to warn Google by using the 'X' button in the ad and providing the feedback when asked in the next page. Not all ads are placed directly by Google, there will be intermediaries who will seek and obtain Google's permission to place ads, and Google does not check each ad, or at least not very thoroughly.
As per my understanding, malicious and misleading content (such as this one) will cause the agency to be permanently banned, or at least that was how it worked when I was doing this for a living. Things may be more relaxed now, I wouldn't know.
