a water based glue may be better and certainly give you time to align things.

Hot melt will not suit hand production. The manufacturer will be wanting SPEED of assembly and use a jig to accurately align while offering up and during the cooling time of just a few seconds. Cyanoacrylate similarly falls into the speed arena. But if you want a fast driver maybe this is ......!!

A wood glue of the PVA type may do.
Possibly, the rubber solution type known in the UK as "copydex" , but the aluminium cone may not suit this. It seems to like adhering to a textured surface.
 
My suggestion... 2 part epoxy

It doesnt take too long to set, it's lightweight(if you dont put a ton, which you really wont need to), it's very strong, and it bonds well to basically anything. Most kinds will stick to glass, so I would suspect nearly all would stick to aluminum.

It can set anywhere between 4 mintes and an hour depending on the actual type you get...
 
I'm still thinking about how to get it aligned....

Could you post a pic of the VC on the back of the cone, and maybe one of the rear of the basket? There has to be a way of doing this accurately, I have a suspicion how, but photos would help.
