Bearman, the jumper on the amp3 board actually controls the sleep function of the TA2021B. The mute and sleep functions are different, but work just about as well in avoiding the turn on thump. The sleep function shuts down the whole amp while the mute function only shuts down the output stage.
What's pin 11 (mute) of the TA2020 connected to on the Charlize amp? Chances are it's connected to pin 18 (fault) so that the chip is muted if the fault protection is tripped.

Thanks for the clarification Brian. In Jan's drawings he calls it the mute jumper and in the schematics it is the sleep function.

I'll agree with Brian that the Sleep and Mute pins seem to work just as well as each other for avoiding the turn on thump.
On some of the amps I've built, I tried to be clever and installed a 3 postion switch. Sleep/Mute/On. Didn't make a bit of difference. So I just use the sleep pin now.
