Well loooking at an Spl amp that i have sitting here it appears to have the same driverboard..

I put the new resistors in the board going off the board in the spl amp..

I also checked every transistor on the board all tested fine

If i leave the board out of the amp it will power up fine...

If i put the board in the amp it goes straight into protection ..

I checked all outputs and they test fine..

Any ideas what to check next??

Generally, when there is a problem with these driver boards, the initial fault is DC offset but that won't causes excessive current draw until the end of the mute delay (at the point where the LEDs switch modes).

When the driver board was out of the amp, how long did it take for the amp to come out of protect mode?

It's very unlikely that that op-amp is defective.

You cannot easily determine if an op-amp is a good sub by looking at the specs. In many cases, you have to try it in the circuit and perform thorough testing. Since I've never seen a defective one and have only ever heard of one failing, I'd suggest leaving it or ordering an exact replacement.
