I need help to understand this,
Some audio distribution systems have the power in the wall plate,
they can provide 15W to the room speakers.
Also there is an DATA communication for Remote control.
does anybody knows how does it work?how it is wired?
cat-5 being a 4 pair AWG24 wire:
audio left&right takes 2 pair, differential
Power need 2 pair also to go to 250feet and carry
no more wires left for data?

Possibly a single shared ground wire? That then leaves 2 wires for left and right, 1 wire for power and 1 wire for data.
check the building codes...
both the Canada Hosing Standards and any provincial and local codes as well. Cat 5 is network cable. Use proper solid core for power wiring. Cat 5 does make good interconnects and speaker cable , and I'm sure the current and voltage would be suitably low enough so as to not cause any problems.

I'm assuming the power wiring was less than 40 volts, just to power the thing putting out 15 watts.

Could the power referred to be the signal from the power amp?
That would need just two pair for the 15W +15W.
still leaving one pair for data and one pair spare.
40Vpk gives 100W into 8r0. It's safe to assume that DC power will be below 40Vdc for the 15W if a local amplifier needs a remote PSU.
