To receive encoded audio over IP what processing is required - in block form with possible hardware per block?

https://en.wikipedia.org/wiki/Audio_over_IP discusses codecs & transport. Some of these codecs are proprietary and specialized for broadcasting. So you'd need one these extremely pricey professional hardware codecs. Those usually can be configured to output PCM, so the rest should be p&p.
So in general you need IP connectivity and a way to decode the stream to PCM. Both are dependent on your specific scenario.

These guys have a few reasonably-priced widgets for the Audio Video Bridging (AVB) standard. I haven't used any of these myself, but I'm pleased enough with several of their other products.

[EDIT] Oops, just noticed you said audio over IP, not just Ethernet. AVB may not be what you're looking for.

I have used products from DEVA for a project. See DEVA Broadcast - Products - IP Audio
I used this to connect a desktop microfoon to a background music system over the ip network.
Setup was like this:
(front desk) | (server room)
Microfoon---->DB90TX------(ip network)-----DB90RX---->pre-Amp
