For anything in DIP package, its pretty easy, theres templates for the actual IC packaging (you can borrow them from any other part in the libraries), and all you really need to do is draw a box with the pins on and link up the pins to the package.
It's very easy to make your own parts in EAGLE, and well worth learning rather than relying on others to do it for you.

It's not that hard to make new library parts in Eagle as a matter of fact it "is" quite easy, better to learn, sooner or later you will run into another part you don't have.
First go to http://www.datasheet4u.com/ search for STK4191(use SANYO), in the data sheet you will find package dimensions.
Finally check this link for a great tutorial:

My own opinion is that this is better than Eagles own tutorial, I find this to be more right on target 😀

not sure but i think i saw the opas in the burr-brown libs. Also the buf but only with unusual TO220 package (2pin, 3pin in two rows)...
check this first before you reinvent the wheel 😉

I see it's too late but since a web search doesn't return any results, here is the lbr file for STK4182 (and other pin-compatible relatives). Some pin names are not mentioned clearly in the datasheet but using the library according to the typical application schematic should work.
