Not at all! I fixed up the transistors with one screw of the two, per TO-3 seat. I also fixed a clip to that screw, then flatted the center leg of the transisitor to it and soldered them to each other. But you can follow the way in the manual, just be aware of insulate the package and the screw from the heatsink.
At the PCB's down side, as the manual shows, the two collector pad must be connected with wire, at each TO-3 seat.
