Voltages are still the same on the 393 .
I’m wondering if I have a bad solder connection somewhere in the circuit .

The first numbers for the MMBTA56 were showing that the base was about 1v below the emitter (it was being driven on) but the collector had no voltage.
The second time you posted, the base was not below the emitter.
Pin 7 of the 393 drives the mmbta56 through a 10k resistor (confirm). At this point, it's not pulling the base down.

Why isn't pin 7 (at 0v) pulling the base of the mmbta56 down?
Do you read 10k between pin 7 and the base of the transistor?

That fixative can eat traces and components like resistors. I've seen it eat through the legs of transistors as well. This is essentially a Zapco and Zapco had problems with caps leaking and eating the traces that pass under them.
