Pins 13,15 of the 3525 go to a 2N6715 transistor .
On the emitter and base I have 0.00 volts
On the collector I have 13.80 volts .
Wondering if it’s bad

That fixative on the caps it likely conductive and corrosive at this point.
Is the transistor shorted?
Is DZ3 shorted?

The transistor and diode (ZD3) test fine out of the board .
Should I remove the caps and clean all of that glue off the board solder the caps back in and see if it will power up ?
