Full-range drivers seem to be favorite in dipole arrangements.
My latest project was high-SPL PA dipoles for treble use using 5" full-rangers. Unfortunately, their treble response isn't any better than the famous Radio Shack 8" full-range! (No whizzer, I guess)
I find that by turning the treble knob all the way up and the 500hz mid to -6, I can get pretty good sound out of mine... pictures later.

Haven't heard it or heard one similar to it.
Dependant on where it was to be used
I would think about it for a while before committing to a design that had a tweeter underneath configuration.
It seems that high pitched sounds emanating from below the height or plane of ear level frequently come across as un- natural.
While I enjoy seeing and hearing innovative designs, this tweeter level thing is something that I don't believe I would want to be in the forefront of.

Tweeters are used below drivers to tilt the polar response
up at crossover, due to the relative offsets of the drivers.
With a piezo horn, with its large offset it should be used above.
I'd suggest checking out baffle step correction circuits for such
a design, the builder appears to be unaware of the problem.
If BSDC is included it also gives an easy way of boosting
treble with circuit modifications rather than an additional driver.
