Regardng Europe versus America, then note that there is a difference between 50Hz and 60Hz.
I would think that american makers of transformers test their european versions (230V) with a 110-230V step up transformer. And by this they think they are allright, because the voltage is fine, and there is no buzzing.
I could be wrong, but I bet they stilll test at 60Hz instead of 50Hz.
The problem is, that it takes some more iron in the core, too keep the transformer quiet at 50Hz than at 60Hz.
So, my advice: Use a locally produced and tested transformer of high quality.
