I'm trying to decide which of the balanced preamps to build and was wondering if there are any decent CD players with balanced outputs that don't cost a fortune.

I was in your position say 3 years ago and apart from the very high end consumer cd players, there wasn't much choice for "TRUE" balanced CD players on the market.
At the end I settled on an HHB CDR-850 PLUS which didn't cost me the bank. The units are made by Pioneer and features a word clock interface. Being able to record CDs, I knew it would have no problems reading CDR media. Look into pro-audio cd players if you want anything that is reasonably cheap.

Cheap and good CD player...
Do a Googlesearch for Marantz (Professional) PMD331. It's made for 'pro' market and has balanced outs with trim controls... and sounds decent too. Will play CDR, CDRW as well. SPDIF out.
How cheap? Under $500.
