Just buy one! - a kit is going to be more than a commercial unit, assuming you could find one?.
If you really want to build one, and price isn't a concern?, try pricing up the transformers, valves, and HT choke - then see if you still want to build one?.

Go to www.metroamp.com George has kits for 50W and 100W Marshalls. They are very high quality and sound great. For slightly less volume and more natural tube breakup, you might try an 18W Marshall-type amp. Go here... www.18watt.com

If you don't mind sourcing your own components, this site has reasonably priced turretboards for a lot of classic Fenders, Marshalls, and a couple others: http://www.turretboards.com/ . Buy a used cheap/broken solid state amp of a similar size for the chassis and cabinet, punch some holes for some tubes, and throw them all together...you'll be rockin'.
