I had all the data on those tubes and gave it away a couple of months ago. Maybe I'll ask the guy for it back and scan it for you.
Basically those were current regulators, often used in heater circuits to compensate for unstable power line. We mostly don't have that problem any more, so those have fallen out of favor.
Ballast tubes in general were used as dropping resistors for heater strings in consumer radios, especially small ones, back in the 1930s. They also used resistance line cords.
