Headphone out won’t be able to drive it to full output. Leaving a lot of power/headroom on the table.
I know that very well. I got few tube pre with a lots of gain.
On the other hand, I never need full power. Most of the time its less than 1 watt.
(sony cd player headphone output is on 1/3 its value and the bookshelfs I am using are already unbearably loud)

If you‘ve got a headphone out that clips at 3 or 5 volts you dont need a 23 volt supply if you have no voltage gain. A good tube pre could probably give you the 23 volts.
I am using standard FW power supply +/-23 volts because I have few of these already built for various classA amps, designed for high current demand.
