From the technical drawing of the RK27, the mounting thread appears to be 7mm. How would I attach this to a 10mm panel, would I have to rebate the hole from the front?

I would use my mill with a 15mm bit or if you are careful, a drill in a drill stand with a 1/2" bit if the nut will fit inside 1/2". You could use a router.
That got me thinking (yeah, I know!). I drilled a 2mm pilot hole into some soft aluminum stock and did rabbet using a woodwork 19mm Fostner bit in my tabletop drill press. This turned quite nice. Use lots lubricant and a slow speed. Wear thick leather gloves to hold the stock in case it binds. E
