Do you have a signal source with a grounded shield plugged in. If not, plug one in to see if it makes a difference.
I had the power supply board on the bench, I'll put it back together and re-test tomorrow.

Back on this amp again,
powered it up today and it made no audio, on switching to another audio source I noticed a spark on the rca input shield.
I measured the voltage on the rca input shield and found it to be -34v DC ( positive probe on B+ black probe on rca shield)
surely that's not right?

Measure with the black on the primary ground and the red on the shields. Do this with the amp on and with the amp off.
Check both the input shields and the output shields.

You appear to have an intermittent problem. Connect the meter and push on various components, transformers... to see if the voltage ever spikes.
Checked both boards as you suggested Perry, couldn't find anything that made the voltage fluctuate?
